JoEllen Smith MCW, a former City Councilwoman and long-time advocate for government accountability, is the current President of the MUNICIPAL CIVIC WATCHDOG ASSOCIATION (MCWA) and a Certified Municipal Civic Watchdog (MCW). She works tirelessly to educate fellow citizens on FOIA issues, open meetings laws, citizen advocacy, investigative techniques and a litany of other paths of involvement to hold their local governments accountable.
JoEllen has spoken at dozens of civic associations, county and state business associations, and regularly holds training sessions for newly elected officials in ethics and public facing issues. She has been recruited for involvement in citizen lawsuits, as a content area expert, and served as a whistleblower exposing internal corruption and misconduct. This unique access to public records, legal filings, historical land documents, and firsthand events, combined with her deep knowledge of the inner workings of local governments, gives her unmatched credibility and insight. JoEllen also owns a highly successful, federal grant writing company which has secured tens of millions in funding for municipalities and county governments.
